The Lancaster Lebanon Boys Soccer League was formed in 1972. The original members were composed of two sections that were roughly based on geography. At this point the PIAA had not broken up the soccer tournament into multiple classifications so schools were not grouped by enrollment as they later were from 1995 to present. The league also grouped teams from 1985 to 1993 in a promotion-relegation format based on league won-loss record and not school size. It is a certainty that this was the only scholastic league in Pennsylvania that adopted the promotion-relegation format and possibly in the U.S.

Coaches Corner: All-star teams were selected first by the league’s officials. The coaches and the officials overall found this process uncomfortable. An official has many duties before, during, and after a match that doesn’t involve or even overlap with player evaluation. The first unofficial coaches’ meeting was held in the summer of 1974, a year after the league’s founding, at the Edgewater Inn in Ephrata, PA. Present that day were Lanny Ammon, the then Ephrata HS head coach, Ed Journey, the Manheim Township head coach and Don Bailey, Pequea Valley head coach. Joining from Lebanon County were Jay Miller, ELCO head coach, and Glenn Hibshman from Cedar Crest. A critical outside presence in attendance was Dave Neff, the Penn Manor wrestling coach. Neff was able to share a recently written constitution and by-laws of the L-L Wrestling Coaches Association. Many of the coaches’ in attendance wanted to organize as a unified voice to meet with athletics directors, officials, and the press to promote high school soccer in Lancaster and Lebanon Counties.
From this meeting sprang another one to invite all the head coaches at the time to organize into the Lancaster-Lebanon Soccer Coaches Association. On December 11th, 1974, the inaugural meeting was held at the Edgewater Inn where the bylaws and constitution were adopted. Officers named that day were Jay Miller, President, Don Bailey, Vice President, and Lanny Ammon, Secretary-Treasurer. To give the meeting more legitimacy Roy Armold, the Donegal HS Athletics director and soccer chairman of the L-L League was in attendance as well.

Coaches Corner:1975 brought the first all-star banquet that was held at ELCO Middle School. The balance in the treasury was $70.00. The first fundraiser to get this balance to triple digits was a pin sale and after the November banquet the coffers were at +25.00. Wholesale changes were made to the officers in 1976 excepting Secretary Ammon. Ed Journey from Manheim Township was elected President, Al Shuss of Hempfield was elected Vice President, and the Treasurer was Dick Bechtold from McCaskey. Dues of 4 dollars were instituted after lengthy discussion. The first All-Star game was played in late fall of 1976 after the conclusion of the season and with significant assistance from the Ephrata Recreation Association. The game lost 69 dollars but established an event that has continued for 45 plus years. For the summer of 1977 a soccer camp was held at Pequea Valley for the purposes of raising more funds for banquets and future all-star games and events. Don Bailey was director of the nascent camp, who was assisted by Lanny Ammon and Glenn Hibshman. Officers remained the same for 1977 and the All-Star game was moved to June of 1978 for the All Stars selected in Fall season of 1977.

Coaches’ Corner:1978 saw Lanny Ammon elected as President, John Fellenbaum from McCaskey as VP, Secretary-Treasurer was Tom Brackbill from SOLANCO. The PIAA state soccer chairman and District 3 Chairman, Tom Stauffer, met with the association to discuss state playoff expansion and issues. After holding the All Star game in June for a second time in ‘78, and losing $208.47, the summer All Star match proved to be a mistake and the game has remained in the late Fall for the past 40 plus years. A well-attended banquet held at McCaskey in November of ‘78 brought the coaches’ association balance up to 330.00.

Coaches’ Corner: 1979 brought the return of the same officers from ‘78 and the fall all-star game. The all-star game was played at Ephrata War Memorial Stadium due to its location and it being one of the few fields with lights in the league. Roy Armold, the Donegal athletics director, began to seek input from the coaches’ association, regarding section re-alignment from two sections to three to ease travel.

Shuss had the reins of a new minted savings account containing the princely sum of $559.88 and a checking account of $488.56. The All Star banquet was held on 11/11/80 and the All star game was played 11/21/80 at Ephrata. Coaches’ had begun to advocate for longer quarters at the Junior High level through Chairman Armold.

Coaches’ Corner: Tom Brackbill of Solanco became association president in 1983 and the other officers remained. The all-star banquet was on November 7, 1983 and non-player attendees were charged five dollars to attend the event held at Penn Manor. The combined all-star game was played on November 21, 1983 at Ephrata War Memorial Stadium with an opening U14 match under the lights between ELCO and Penn Manor. A proposal was put forth for realignment of the sections based on strength of won-loss records over the previous 5 seasons. The proposal proffered by Glenn Hibshman and Lebanon Daily News sportswriter Dan Sernoffsky contrasted with the current alignment which was loosely based on geography. The new alignment if adopted would be based on European soccer league promotion and relegation. Unlike the European leagues where promotion or relegation was based on one year of won-loss records, the L-L's version of it would be based on two years of won-loss records. Examples of this: A team that finished at the bottom of Section I would move down to Section II over a span of two years. A team that finished at the top of Section II over two seasons would move up to Section I. Most years there were three sections, with Section I the top tier.

Coaches’ Corner: The system of promotion-relegation was adopted in the fall of 1985. Ken Hibshman, coach of Northern Lebanon was elected association president, Glenn Hibshman returned as Vice President, and Lanny Ammon returned as Secretary-Treasurer. The section MVP Awards were given new names. Section I award was renamed the Barney Hoffman Award for the longtime Myerstown/ELCO coach and Athletics Director. The Section II MVP award was named after Gene Crieder, a dedicated soccer official of many years. The Section III MVP was named after James Neely, longtime McCaskey coach and mentor. November 4, 1985 the All Star banquet was held at ELCO and admission had risen to 8 dollars. The L-L sent Glenn Hibshman to fill the demands from the PA State Soccer Coaches Association (PSCA) to have a representative from each league at the PSCA’s state meeting. Roy Armold resigned as league soccer Chairman and Robert Weaver was the appointed the new soccer Chairman. Weaver would go on to have Section IV’s MVP award named after him.
